The idea is called SMART SCALE and will use data and facts to prioritize transportation and infrastructure funding for future projects. It is designed to prioritize projects that generate the most benefit for the money used.
It’s already being used to expand I-64 between Hampton and Norfolk into a six-lane highway. More importantly, it also covers a new water crossing and the Army Corps of Engineers has already tentatively approved it.
